There are several planned closures, over the following weekends: Friday 24 to Monday 27 November 2017 Friday 08 to Monday 11 December 2017 Friday 15 to Monday 18 December 2017 Friday 12 to Monday 15 January 2018 Friday 19 to Monday 22 January 2018 (contingency) Please be prepared for delays. Chieveley village and some surrounding properties (some in Curridge) seem to be experiencing regular 'auto recloses' or in our language mini power cuts.
Have been in touch with SSE. They are sorry Chieveley has been experiencing 'auto recloses' which can happen when a tree or bird touches the overhead power lines. Have outined to SSE that 'auto recloses' have been happening fairly regularly in our Parish for years. Unfortunately it appears people do not report these mini events to SSE when they experience them. The network covering our area also includes Winterbourne, Brightwalton, East Ilsley, West Isley, Leckhampstead, Peasemore, Curridge and West Thatcham. To help engineers get an idea which lines are affected it would be helpful if people reported the auto recloses and power cuts every time they happen. Preferably as soon as it happens or as soon after as possible. This can be done by dialing 105 (this number works on landline and mobiles) and speaking with the power cut team who will log the call. The system then has a record of where and when and an engineer will be assigned to come out to assess safety and action. SSE have also asked the community to look out for any power lines in the area being touched/surrounded by branches and to report these as well using the 105 number. Can we get this number out to the community and on the village website to encourage people to report the mini powercuts as they happen to help SSE and limit the number of these annoying 'auto recloses'. Hopefully with a flurry of reports when they happen it will help narrow down the overhead power line (s) affected and prompt action. Planning Applications Consideration was given to one application at the meeting for an adjoining Parish planning application for 39 dwellings in Hermitage and objections were confirmed to the proposal. The Parish Council agreed to send representatives to a Planning Inspectorate Informal Public Hearing for an appeal associated with land and stables in Curridge. Further information about Planning Applications can be found on the Planning advice section of the West Berkshire Council website West Berkshire Council’s Winter Service Plan 2017 2018 Consultation Due to cut backs West Berkshire Council are no longer treating Chieveley High Street, East Lane and Downend Lane as a primary treatment salting route. Icy surface conditions were reported around Chieveley and Curridge during the Winter of 2016/2017. The Parish Council agreed to primary treatments and associated costs for the upgrade for 2017 2018 for these roads and Curridge Road to provide better access to infrastructure and services during icy weather. Speed Indicator Device (SID) - The Parish Council approved a new SID operator and training for the individual. 6 volunteer operatives are now trained to use SID but more volunteers are welcome. General Data Protection Regulation - A new regulation comes into effect May 2018 and necessitates the Parish Council to carry out a complete review of the data it holds and how it is stored, managed and used. M4 Junctions 12 to 13 – Bridge Refurbishment Works – Upcoming Closures Full closures for the M4 east and westbound carriageways between junctions 12 and 13 for entire weekend periods (9pm Friday through to 5am Monday) are expected late November 2017. Dates will be advertised in advance on signs along the M4. Significant delays are expected during these weekend closure periods. During all closures a clearly signed diversion will be in place via the A4 (through Newbury, Thatcham and Woolhampton). Curridge School Vehicle Activated Sign (VAS) - reported to West Berkshire Council as it is obscured by vegetation and requires clearing as the School Warning cannot be seen by approaching vehicles from Carbrook Corner Spotlight - The Parish Council would like to engage with the community quickly to share valuable information and seek community views and feedback on consultations. Looking for someone in the Parish who can help set up surveys to put to the community electronically, manage the data and provide survey data summary reports. Initially we want to find out what people think in the community about contributing to the West Berkshire Council Library Services and feedback on the Chieveley Recreational Centre outdoor play facilities. Other consultations likely to follow. If you have experience in setting up surveys on-line, engaging with communities for feedback and have some time to offer we would like to hear from you. FAQ…of the month Question – I have seen a planning notice outside a property. What does it mean? Answer – Most local people first become aware there is a planning application being considered by West Berkshire Council when an orange notice is displayed outside the property or site. The notice will give brief information about the purpose of the application and provides a planning application reference number. If you wish to view or make a comment to West Berkshire Council about a planning application you can do so via the following link view or comment. A planning appeal has been made against WBC's refusal for redevelopment of Bluebell Stables, Curridge Road, for use of the land as a gypsy and traveller caravan site. As this is an appeal against the refusal of the planning application made in November 2016, all residents' comments made to WBC against that application are still valid. Snapshot…of the Parish Council meeting on 12 September 2017. Planning Applications Consideration was given to one application at the meeting for alterations to a property in the Chieveley conservation area. No objection was raised. Further information about Planning Applications can be found on the Planning advice section of the West Berkshire Council website New Councillor - A warm welcome was given to the newly elected Parish Councillor for the Curridge Ward, Sandie Allan. Land south of the M4/A34 junction - The Parish Council are keeping a watching brief on land put forward for employment uses under the West Berkshire Council Housing & Economic Land Availability Assessment (HELAA). Chief Executive of Greenham Trust has confirmed that ‘our site was submitted in response to the recent ‘call for sites’ by West Berkshire Council although we have no current proposals in connection with this ownership’. Annual Return 2016 2017 - has been concluded with no action points to be considered by the Parish Council. A copy of the Annual Return is available on www.mychieveley.co.uk/parishcouncil Parish Council Meeting Dates 2018 - The dates have been approved and available to view at www.mychieveley.co.uk/parishcouncil Local Government Boundary Commission: Electoral Review - Electoral Review of West Berkshire: Draft Recommendations available and can be viewed at www.lgbce.org.uk. Consultation closes 6 November 2017.LGBC proposing a two-member ward, Chieveley & Cold Ash ward comprising the following parishes: Cold Ash, Chieveley, Hermitage and Winterbourne. West Berkshire Council were disappointed with the proposal as it appears a lot of comments and suggestions have been rejected Chieveley High Street Bus Shelter - The mystery of a connecting section of downpipe going missing continues! Marsh Lane - Concern has been raised about works carried out in the lane. West Berkshire Council were not aware nor given permission for these works and are investigating. Counter Terrorism Awareness session - A free event raising awareness of the terrorist threats and counter terrorism measures. This will be held in WBC offices on the afternoon of 10th October 2017. Marsh Pond – plans to clear and tidy some of the vegetation has been agreed and will take place this Autumn/Winter. New nesting boxes will be fitted. Next Parish Council meeting is on Tuesday 10 October 2017 at Curridge W I Hall, Curridge, Berkshire RG18 9DZ at 7.30pm. Preliminary works along the M4, between junctions 12 and 13, is progressing well and in October the narrow lane traffic management is scheduled to be installed. To assist with onsite activities and the installation of the traffic management, the following full overnight closures of the M4 have been programmed:
· Monday 2 October for 5 nights – full EASTBOUND closures from junction 13 to junction 12 · Monday 9 October for 5 nights – full WESTBOUND closures from junction 12 to junction 13 · Monday 16 October for 5 nights – full EASTBOUND closures from junction 13 to junction 12 M4 weekend closures As with the previous scheme, during work to demolish and install the bridge deck beams, specialist working methods and equipment will be required which will include larger cranes that will sit across all lanes of the motorway. We will therefore need to fully close the M4 east and westbound carriageways between junctions 12 and 13 for entire weekend periods (9pm Friday through to 5am Monday). The first of these closures is expected to be in late-November 2017 – confirmed dates will be advertised in advance on signs along the M4, on the Highways England website and via the media. Significant delays are expected during these weekend closure periods, and it is advisable that you plan ahead of your journey to allow for extra time or avoid this route where possible. An offer to provide support for the MUGA to be swept on a regular basis and to consider purchasing necessary equipment to make the job easier has been put to the Chieveley Recreational Centre Committee. The future of the Children’s Playground at Chieveley Recreational Centre Both the Parish Council and the Recreational Centre are unclear if the community want the facility replaced when it comes to the end of its life. A simple survey to seek community views was thought to be a good idea and the Parish Council agreed to lead on this. Devolution of Services by West Berkshire Council The Parish Council keep receiving requests for funding support for services provided by West Berkshire Council which have been affected by swingeing budget cuts. Namely the Library Services, priority highway salting routes to the community, cleaning of road signs and PROW maintenance to name a few. We hope residents will sign up to receiving important information through email from the Parish Council to have the opportunity to be aware and comment on local services, important matters affecting the local area, environment and with impact on public funding.
