Planning Applications
Five planning applications were tabled for consideration:
· One was for the erection of a timber famed and clad single garage
· One was for the demolition of an existing rear extension and construction of a new single story
extension
· One was for the demolition, alterations and extensions of existing nursery and pre-school accommodation
· One was for the outline application for a new dwelling and vehicular access
· One was for the replacement of a wall with a close boarded fence.

Site Allocations and Delivery Development Plan
The Parish Council formally adopted the Report of Public Meeting and Questionnaire Survey about Possible Housing Sites for Chieveley. A copy of the Report is available here. Chieveley Parish Council would like to thank all those who completed and returned the questionnaire, and those who attended and participated in the Public Meeting.
2013/2014 Accounts
The Parish Council reviewed and approved the year end accounts for 2013/2014.
Public Rights of Way
The Parish Council noted that a number of small laminated notifications and maps had been placed on Public Rights of Way in the Parish. New legislation requires landowners to advertise Public Rights of Way across their land and it was reported that this temporary signage merely confirms the existence of a Public Right of Way, and not that increased/decreased levels of access are planned.
Spotlight… on the Chairman’s Annual Report and the Parish Annual Assembly 2014
The Annual Parish Assembly followed the Parish Council Meeting. The Annual Assembly commenced with the Chairman’s welcome, introduction, and Annual Report.
The Annual Report included information about the Parish Council’s role and responsibility as a Statutory Consultee for a number of government agencies and District Council consultations, and in particular the part it is currently playing regarding West Berkshire Council’s Strategic Housing Land Availability Assessment (SHLAA) and Site Allocations and Delivery Plan. Also included in the Annual Report was an overview of the income and expenditure for the 2013/14 Financial Year and the precept and budget for 2014/15.
A full transcript of the Annual Report and information given from presentations about the Parish Council’s Report and findings from the Public Meeting and Questionnaire Survey about Possible Housing Sites in Chieveley, and about the constraints and opportunities in Chieveley Parish being located in the North Wessex Downs Area of Outstanding Natural Beauty (NW AONB), will be published on the MyChieveley web site in due course.
The date of the next Parish Assembly is Tuesday 14th April 2015.
FAQ…of the month
Question – Who has the final say on a planning application – the Parish Council or West Berkshire Council?
Answer – The Parish Council does not have the final say on a planning application. It is only one of the consultees. West Berkshire Council is the planning authority and it will make the final decision. In the case of a refusal, appeal can be made to the Planning Inspectorate. West Berkshire Council’s aim is to ensure that developments in the authority's boundaries are in the right place and of the highest quality.
