Planning Applications

Two planning applications were tabled for consideration:

• One was for the demolition of a property and the erection of three dwellings for an adjoining Parish
• One was for the replacement of four redundant agricultural buildings with one building.

Salt Bins

The Parish Council received a brief regarding four potential sites identified to locate salt bins.  The four sites are Arlington Hill, Church Lane, Curridge Road and the footpath outside the Downland Practice.  The sites have been assessed by West Berkshire Council and the salt bins would be for use by the community on public paths, pavements and roads to help clear snow and ice.  The Parish Council agreed to consider the matter further once detailed costs are obtained.

Old Kiln Quarry

The Parish Council received an update on discussions between the Principal Minerals and Waste Planning Officer at West Berkshire Council and Grundon regarding the completion of re-instatement and restoration works at Old Kiln Quarry. It was noted that the replacement of soils, which makes up the bulk of the outstanding works, is a weather dependant operation as the soils being placed need to be dry when they are placed to ensure that the soil profile is not damaged by the re-instatement operations.  West Berkshire Council is keeping the site and its restoration under review and will update the Parish Council on progress.

The West Berkshire Heritage Forum

The Parish Council received an update on the West Berkshire Heritage Forum.  The Forum is a partnership established to recognise, promote and protect the heritage of West Berkshire.  Further information about the Forum and its objectives can be found on the West Berkshire Council web site.

Spotlight… on the Chieveley, Oare and Curridge Parish Plan

The Parish Plan, produced by the Parish Plan Steering Committee (PPSC) and many other volunteers, and supported by the Parish Council and West Berkshire Council, is used by local and central government to influence future policies affecting the community.  You can download a copy of the Plan (in pdf format) via the following link Parish Plan.

FAQ…of the month

Question – How do I know an application will be considered by the Parish Council?

Answer – Planning applications that will be considered at a forthcoming Parish Council meeting will be included on a planning schedule and displayed in the Parish Council notice board 3 clear working days before the meeting along with the Agenda.  At the meeting the Parish Council, as one of the consultees in the planning process, will provide either a no objection or an objection decision and provide local information needed to be considered by the Planning Officer. The feedback is returned to West Berkshire Council, the local planning authority

The next meeting of the Parish Council will take place at 7.30pm on 9th July 2013 at the Chieveley Village Hall & Recreational Centre, Chieveley, Newbury, Berkshire, RG20 8TE.

Annual Meeting

This being the Annual Meeting of the Chieveley Parish Council, the Agenda included items for the election of Chairman and Vice Chairman for the year and for the appointment of Councillors to committees, working groups and outside bodies.

Election of Chairman and Vice Chairman:  Rob Crispin was elected Chairman and David Cowan as Vice Chairman of the Parish Council for the year.  Photographs and profiles of the Chairman, Vice Chairman and Councillors can be viewed on the Parish Council web site via http://www.mychieveley.co.uk/info/parish_councillors.

Appointment of Councillors to Committees, working groups and outside bodies: the Parish Council made a number of appointments of Councillors to committees, working groups and outside bodies associated with the communities of Chieveley, Curridge, Oare and part of Snelsmore.  Appointments were made for the Parish Plan Action Group; the Recreational Centre and Parish Council Liaison Group; the Downland Patient Forum; the Newbury Showground Residents’ Group; the Public Rights of Way Group; the Public Relations/Press Release and Website Group; the Emergency Planning Group and the Site Allocations Development and Delivery Plan Group.  It was agreed that the Code of Conduct Committee would be convened, if required, with any three Councillors. 

Planning Applications

Eight planning applications were tabled for consideration:

• One was for a mobile home
• One was for an agricultural barn
• One was for a building for agricultural and equine use
• Two related to the demolition and alteration of outbuildings to form a one bedroom self-contained unit
• One was for the removal or variation of condition 3 of an approved application at Chieveley Motorway Services
• One was for two new columns with flood lights and the replacement of flood lights at Chieveley Recreational Ground
• One was for the storage of hazardous substances at Red Shute Mill.

Spotlight…on Grants for 2013/14

At the start of each financial year the Parish Council considers requests for grants and donations from clubs and groups in the community.  Whilst the funds available for allocation each year are limited, they provide an important contribution to the overall costs of the schemes proposed.  The grants and donations approved for the new financial year cover contributions toward: ground maintenance and children’s playground facilities for Chieveley Recreational Centre; hall rental costs for Chieveley Toddler Group; operating costs for the Curridge Residents Association; churchyard maintenance for St Mary the Virgin Church, Chieveley; and planter maintenance undertaken by Chieveley Gardening Club.

Answer – Information about the Superfast Berkshire Project - which aims to provide superfast broadband to 90% of residential and business premises across the county and standard broadband to the remaining 10% by 2015 - can be found via http://www.superfastberkshire.org.uk/.

Next Meeting...

The next meeting of the Parish Council will take place at 7.30pm on 11th June 2013 at the Chieveley Village Hall & Recreational Centre, Chieveley, Newbury, Berkshire, RG20 8TE.   

It is with great regret that we have had to cancel the village event, the Pig & Swig, for 2013. Other events have worked against us on this occasion.

However we would still like to plan events for the village and would love your feedback on the best way to plan events in the years to come.
